NEIIA is established by Executive Order under the Federal Ministry of Petroleum Resources, with a concurrent mandate from the Federal Ministry of Power, and operates under NEMiC (National Energy Master Plan Implementation Committee) oversight.
NEIIA sits between federal policy and the sectoral regulators rather than replacing either. It is a record of administration, not a channel for regulatory applications. Applications go to the relevant regulator directly, or through the module the application concerns.
